In Moscow, the results of the anniversary X All-Russian open competition with international participation “TIM-LEADERS 2025/26”were summed up. The event was held with the support of the Ministry of Construction of Russia, NOTIM, Glavgosexpertiza of Russia, the Chamber of Commerce and Industry of the Russian Federation, the Federation Council, and brought together leading developers, engineers, and managers of the industry.
More than 160 projects from 30 cities and regions of the country, as well as 55 student projects from 16 specialized universities, were submitted to the competition. The winners received diplomas signed by Irek Fayzullin, Minister of Construction and Housing and Communal Services of the Russian Federation, and Sergey Stepashin, Chairman of the Public Council under the Ministry of Construction of the Russian Federation.
In the category "Information Modeling of Territorial Entities", the first place was taken by the "Digital Twin" project of the Gatchina Municipal District, which was implemented on our cGIS Pro platform.
It is a platform for managing urban assets and solving urban development issues. The comprehensive geoinformation system contains more than 210 information layers.
Public data includes: urban planning information, leisure infrastructure, topographic basis, social facilities, information on housing and communal services and even the work of municipal equipment. Private data includes engineering communications, video surveillance, construction facilities.
Asset management and urban development issues are addressed by the platform's capabilities, including:
availability of a unified database of reliable data on infrastructure facilities;
detailed maps of master plans and land use and development regulations;
zones with special conditions for using territories;
working layers for operational monitoring by direction;
displays up-to-date ISOGD data.
An important feature of the solution is that it is not built from scratch, but rather integrates existing information systems in the district on the fly, without replacing or migrating data, and without requiring extensive retraining of employees.
According to Olga Yartseva, Chairman of the Digital Development Committee of the Gatchina Municipal District Administration, the accuracy of the digital twin data allows managers at various levels to make management decisions with a high degree of confidence.
This is not the first award for the project. In 2025, the digital twin of the Gatchina Municipal District, implemented on cGIS Pro, was awarded a second-degree diploma in the "Digital Twin" category at the V National Competition PROF-IT.Innovation. In June 2026, the cGIS Pro platform was among the finalists of the VI season of the national competition PROF-IT.Innovation in the "Geospatial Technologies and Services" category.
The victory in the TIM-LEADERS 2025/26 competition confirms that the cGIS Pro approach — the seamless integration of disparate IT systems into a single point of access to reliable data about the territory — is becoming one of the benchmarks for the digitalization of municipal management in Russia.
