The almanac of the Industry magazine "Vestnik", dedicated to the 70th anniversary of the Builder's Day, has been published. The key theme of the festive issue is "Three pillars of Russia's socio–economic development: housing, roads, housing and communal services in the national project "Infrastructure for Life". The issue analyzes the role of the regions in the implementation of the federal policy on infrastructural development. The experience of implementing national projects in the constituent entities of the Russian Federation is presented. The best practices of enterprises, including those related to the integrated development of territories, were presented.

In recent years, more and more municipalities have started talking about "digital twins." However, this term often hides ambiguity: how does it work, and most importantly, what practical benefits does it have? Using the example of the Gatchina Municipal District, one can see how the digital twin is becoming a real tool for improving the efficiency of city management – without expensive data transfers from old systems to new ones and long-term retraining of employees, combining existing resources into a single, convenient and accessible platform.
The digital twin is not just a 3D model of the city, but a real "digital territory management center", where all the key data about the territory is collected in one user–friendly interface: where communications take place, schools and clinics are located, information about current construction, planned repairs and the course of eliminating accidents, promising building projects and landscaping is available. The system provides information from the GISOGD, data on the progress of construction of capital construction facilities and construction documentation from the SOD with the possibility of their automatic transmission to the ISM. In addition, data from video surveillance cameras and dispatch systems is integrated into the system, the movement of special equipment and the operation of harvesting equipment are monitored. All this is updated in real time, accessible via a regular web browser, and understandable not only to technicians, but also to officials, planners, housing and communal services, and other city services.
cGIS Technologies, a member of VS Lab Group of Companies and a participant in the federal Smart City project, acted in Gatchina as the creator of a single source of up–to-date information for all city services - a digital twin. Instead of creating a new system from scratch, the development team suggested using the cGIS Pro platform, which allows you to combine existing systems without having to replace them. The proposed method made it possible to make digitalization realistic, economically profitable and as useful as possible for the daily work of the city administration, which has already assessed the effect of using the platform.
"Thanks to the digital twin, we have the opportunity to monitor urban processes in real time. The accuracy of the models is about 90%, and this makes it possible to make decisions with confidence," says Olga Borisovna Yartseva, Chairman of the Gatchina Municipal District Digital Development Committee.
The importance of the digital twin project was highlighted in 2025 at the V National Competition "PROFIT.Innovation", where cGIS Technologies LLC was awarded the diploma of the II degree in the nomination "Digital twin" for the implementation of the project "Digital twin of Gatchina city district".
"This award is a recognition that the solution, developed taking into account the real needs of municipalities, combines innovation, practical benefits and high efficiency," said Alexander Stavitsky, director of cGIS Technologies LLC.
"The use of a digital twin has made it possible to halve the time needed to issue urban planning documents, speed up work on land issues three times, and make management decisions five times faster," emphasizes Irina Kotova, Head of the Urban Planning Information System Department of the Gatchina Municipal District Administration.
Gatchina's successful experience already shows that a digital twin is a solution that can be used even in small municipalities, helping them manage territories more efficiently, transparently and at lower cost.
